Luego de participar en tres Reuniones de la CLAC (Comisión Latinoamericana de Aviación Civil) en Guatemala, Colombia y Costa Rica hemos llegado a la conclusión de que la tendencia de de la industria nos podría llevar a condiciones laborales precarias a todos los pilotos de la Región. La posibilidad de la libre migración de matriculas y licencias entre los Estados pondría a los miembros de APLA en alerta por la perdida de la estabilidad laboral y de las condiciones logradas. Por lo tanto requerimos se tenga en consideración la elaboración de políticas que prevean este posible escenario y se tomen acciones y medidas que prevean estos efectos adversos para nuestra profesión La C.D. propuso a IFALPA la siguiente política a implementar Propuesta 1- Todas las operaciones de transporte aerocomercial deberán ser realizadas en cada Estado por aviones matriculados en el Registro Nacional 2- Todos los operadores de transporte aerocomercial deberán emplear pilotos titulares de licencias expedidas por el Estado en el que la aeronave esta registrada. Alejandro López Camelo Secretario de Seguridad Jorge Hernández Secretario Gremial — Dear Colleagues After attending three CLAC meetings held in Guatemala, Colombia, and Costa Rica we arrived to the conclusion that the industry tendency might lead to precarious working conditions for pilots in the region The possibility of registration and human resources migration between States shall keep IFALPA MA on the alert for loss of stability and labor conditions for pilots. Therefore, I request to take into consideration the proposal below in order to agree on policies that shall prevent those adverse effects for our profession in the region. I suggest MA shall analyze and debate over this issue and then advise their opinions so that they are included in my final report for the Annual Conference in Paris 2012 Our proposal Background to Aircraft Migration and Human Resources The liberalization of aero commercial transportation implies advantages and risks. The flight crew operating aero commercial transportation are not obliged to be holders of qualifications, ratings and licenses issued by the country where the aircraft are registered. Migration of human resources is possible under this terms, which gives the certificate holders the possibility to hire pilots at a lower salary or under temporary labor agreements, without compromise either on labor or social aspects. This will certainly result in the detriment of working conditions of the local pilots or even the loss of their employment. Therefore, the IFALPA Member Associations shall be concerned that the State of Aircraft Registration and the State of flight crew licenses are in permanent and necessary correspondence. IFALPA Member Associations must also see to it that air commercial transportation operations in each State are carried out with State-registered aircraft, granting local pilots employment stability Proposed Policy 1- All air commercial transportation operations in each State shall be carried out with State-registered aircraft 2- All air commercial transportation certificate holders shall hire pilots holding licenses issued by the State where the aircraft are registered Hoping we can all work together in defense of the pilots member of our Associations, kindest regards.
